CIECH Soda Polska S.A. applies for an environmental decision to be issued for the construction of a thermal waste treatment installation in Inowrocław

A request has been submitted to the City Hall of Inowrocław for the issuance of an environmental decision for the construction of a thermal waste treatment plant. This is a key step in obtaining the necessary permits and thus implementing the project of constructing the installation on the premises of the soda production plant in Inowrocław. The report contains the most important information about the planned investment and its impact on the environment. According to the law, the information contained in the report will be made available for all interested parties to read.

The investment will be located in an industrial complex in the southern part of the city. The implementation of the project will enable to secure one-third of the energy demand of the entire CIECH Soda Polska S.A. plant in Inowrocław and will replace part of the energy currently obtained from coal-fired boilers from the late 1970s. The construction of the installation will contribute to ensuring a stable future for the Inowrocław-based plant and hundreds of companies cooperating with the enterprise. The investor – the German company EEW Energy from Waste Group – plans to commence construction work in 2024 and complete the project with the installation ready to operate by 2026.

According to the law, it is mandatory to prepare an environmental impact assessment report prior to applying for a construction permit. CIECH Soda Polska S.A. has submitted such a document to the Inowrocław City Hall.

The report also includes information about the technology that will be implemented in the new installation. The combustible fraction of municipal waste will be thermally treated, which will contribute to the development of the local waste management system. In addition to the description of the types of waste that will be utilized in the installation, the report contains information on traffic intensity, methods of exhaust gas purification, combustion temperature, and overall process efficiency.

- Submitting the application to the Inowrocław City Hall is a major step in the implementation of our investment. We are announcing this to inform residents that, as part of the legally defined procedure, they will have the opportunity to review the environmental impact assessment report. We will remain actively engaged and responsive to any questions or concerns that may arise, including those submitted through our website. We have ensured that the project has been planned and designed in a reliable and safe manner – emphasizes Frank Paasche from EEW Energy from Waste Group and adds - We want to dispel doubts and explain uncertainties that may arise. Our company has experience in implementing such projects. We currently manage 17 thermal waste treatment plants in Europe.

The thermal waste treatment plant planned in Inowrocław is another step in the process of modernizing the CIECH Soda Polska S.A. plant. The company's goal is to reduce coal consumption in the energy production process. The investment will also be characterized by a high level of energy recovery, reliability, and will be equipped with a multi-stage flue gas cleaning system of the latest generation with a SCR (Selective Catalytic Reduction) catalyst.

- Thermal processing of waste is not only a source of process steam for the plant, but, above all, it involves much more rigorous emission standards than coal combustion. This is ensured by the latest technology, whereas currently, we obtain steam from almost fifty-year-old coal-fired boilers. This is an investment supporting the economic security of the region – emphasizes Tomasz Molenda, President of the Management Board of CIECH Soda Polska S.A.

The issuance of the environmental decision is preceded by public consultations, in which any resident can share their comments on the project. The authority conducting the administrative procedure – in this case, the Inowrocław City Hall – will inform about the date and method of consultations. The report will be made available during the environmental decision-making procedure, and residents will be able to familiarize themselves with it on terms specified by the competent authority and present their opinions on the planned investment.
